Lies of Omission

To lie by omission is to remain silent and thereby withhold (from someone else) a vital piece (or pieces)  of information.   The silence is deceptive in that it gives a false impression to the person from whom the information was withheld.   It  subverts the truth;  it is a way to manipulate someone  into altering their behavior to suit the desires of the person who intentionally withheld the vital information;  it significantly reduces the other person's capacity to make an informed decision, and most importantly, it's a gross violation of another person's right of self-determination. 

Using a lie of omission, a person can intentionally withhold vital information and then justify his behavior by saying that he never told a lie.   Technically he is correct,  but he's living in a self-deceiving illusion.  Why?  Because a lie is not in the words, or lack of words; it's in the intention of the deceiver.   The difference between a lie of commission and a lie of omission is merely one of technique.   Both are equally deceptive.
